Born in Illinois, Jacksonville was where Phillips grew up. She again moved to San Diego in California at the age of 4, as her parents found jobs there as professors at the San Diego State University. After completing her schooling from Helix High School, she joined the University of Southern California and earned her bachelor's degree major in Journalism. After her graduation, she worked as a weekend anchor/reporter for WLUK-TV in Green Bay, Wisconsin.
Phillips has been active in the journalism scene for around 20 years or so, and she has been praised as well as criticized in this long career.

In 1994, she started working at WDSU-TV, located in New Orleans, Lousiana. She then held different positions in different news/journalism agencies: KAMC-TV's morning anchor in Lubbock, Texas; CNN-Telemundo's field producer in Washington, D.C; KCBS-TV's special assignment unit journalist in Los Angeles, California.
Earlier, for 13 years she worked for CNN. She is 47 years of age. One instance when she faces fierce criticism was when she was insensitive while interviewing a 12-year-old boy who had lost both his arms as well as his relatives due to an air-strike by the US forces in Iraq, in April 2003. Phillips has another feather to her cap, being the last journalist to fly an F-14 TOMCAT fighter plane before it was decommissioned from service by the US NAVY.
